The area code is not always two digits
Taiwan's well-known codes are two digits after the trunk 0 — 02 for Taipei, 07 for Kaohsiung — but a few smaller areas use three, and the subscriber part runs seven or eight digits depending on where it is. So the total length varies, and a form that demands a fixed number of digits will reject real Taiwanese landlines. Mobiles are the exception that is easy: 09 plus eight digits, every time.
