What +32 means

+32 is the country calling code for Belgium. The same code is written 0032 when you dial out from most of Europe, Africa and Asia, and 011 32 from the US and Canada. All three reach the same place: only the exit code in front of it changes. Whichever one you use, the national trunk 0 is dropped once the country code is in front.

Belgian area codes are not all the same length

Brussels is 02 and Bruges is 050 — a one-digit code and a two-digit code, both correct. The national number compensates by varying between 8 and 9 digits, so the total stays consistent. Splitting a Belgian number at a fixed offset to extract the area code produces nonsense for half the country.
