What +82 means
+82 is the country calling code for South Korea. The same code is written 0082 when you dial out from most of Europe, Africa and Asia, and 011 82 from the US and Canada. All three reach the same place: only the exit code in front of it changes. Whichever one you use, the national trunk 0 is dropped once the country code is in front.

Seoul is 02; everywhere else is three digits
The trunk 0 plus a one-digit area code exists only for Seoul. Busan is 051, Daegu 053, Incheon 032. A form that splits a Korean number after two digits after the 0 will mangle every city that is not Seoul. Mobiles are not geographic: 010 is a mobile range, not a city.
