What +81 means

+81 is the country calling code for Japan. The same code is written 0081 when you dial out from most of Europe, Africa and Asia, and 011 81 from the US and Canada. All three reach the same place: only the exit code in front of it changes. Whichever one you use, the national trunk 0 is dropped once the country code is in front.

Why not do it with a regex

A pattern that matches Japan numbers today breaks the moment a new mobile range is allocated, and it cannot tell you whether the number is actually assigned. Tokyo and Osaka are two-digit area codes; mobiles look like area codes but are not

03 is Tokyo and 06 is Osaka. Almost every other city uses a three-digit code such as 045 or 075. 070, 080 and 090 look the same shape as those city codes and are not geographic: they are the mobile ranges. Splitting a Japanese number at a fixed offset will put the subscriber part in the wrong place for half the country.

What country is +81?

+81 is Japan. Written 0081 from most of the world and 011 81 from the US and Canada. Drop the leading 0: 090-1234-5678 locally is +819012345678 internationally.

How many digits is a Japanese phone number?

A mobile is ten digits after +81 (eleven as written at home with 070, 080 or 090). A landline is the area code plus the subscriber number, so the total is 9 or 10 after the country code.

Do Japanese mobiles start with 070, 080 or 090?

Yes. Those three ranges are mobile. Internationally the 0 is dropped, so 090-1234-5678 becomes +81 90 1234 5678. The prefix does not tell you which network holds the number today.
