What +91 means
+91 is the country calling code for India. The same code is written 0091 when you dial out from most of Europe, Africa and Asia, and 011 91 from the US and Canada. All three reach the same place: only the exit code in front of it changes. Whichever one you use, the national trunk 0 is dropped once the country code is in front.

The 0 and the 91 are alternatives, not a sequence
Indian numbers are stored again and again as 0919812345678 — a leading trunk 0, then the country code, then the number. It is one or the other: 09812345678 domestically, +919812345678 internationally. The doubled form is the single most common defect in Indian contact data.

What is the correct format for an Indian number?
+91 9812345678 for international use, 098123 45678 domestically. Never both prefixes at once: +910981… is invalid, however often it appears in exported spreadsheets.
