What +49 means
+49 is the country calling code for Germany. The same code is written 0049 when you dial out from most of Europe, Africa and Asia, and 011 49 from the US and Canada. All three reach the same place: only the exit code in front of it changes. Whichever one you use, the national trunk 0 is dropped once the country code is in front.

German numbers have no standard length
Area codes run from two digits to five, and the subscriber number takes whatever is left, so a valid German number can be anywhere from about 6 to 13 digits after +49. There is no digit count that separates valid from invalid, and there is no reliable way to split the area code off by position — the boundary is defined by the numbering plan, not by arithmetic.
