What +55 means
+55 is the country calling code for Brazil. The same code is written 0055 when you dial out from most of Europe, Africa and Asia, and 011 55 from the US and Canada. All three reach the same place: only the exit code in front of it changes. Whichever one you use, the national trunk 0 is dropped once the country code is in front.

Why not do it with a regex
A pattern that matches Brazil numbers today breaks the moment a new mobile range is allocated, and it cannot tell you whether the number is actually assigned. The ninth digit that broke every stored Brazilian number
Brazil added a leading 9 to mobile numbers, region by region, finishing in 2016. Landlines kept eight digits; mobiles went to nine. Any Brazilian mobile captured before that change is now missing a digit, and no amount of formatting will fix it — it has to be re-collected or re-validated.

How many digits is a Brazilian phone number?
Ten for a landline and eleven for a mobile, counting the two-digit DDD area code. After +55 that is 10 or 11 digits: +55 11 3123-4567 is a São Paulo landline, +55 11 91234-5678 is a São Paulo mobile.
What is the DDD in a Brazilian number?
DDD is Brazil's two-digit area code — 11 for São Paulo, 21 for Rio, 61 for Brasília. It comes straight after +55 and before the subscriber number. Brazilians write it in brackets: (11) 91234-5678.
How do I tell a Brazilian mobile from a landline?
Count the digits after the DDD: nine means mobile, eight means landline. The mobile also always starts with 9. This is one of the few countries where the rule is that clean.
