What +33 means
+33 is the country calling code for France. The same code is written 0033 when you dial out from most of Europe, Africa and Asia, and 011 33 from the US and Canada. All three reach the same place: only the exit code in front of it changes. Whichever one you use, the national trunk 0 is dropped once the country code is in front.

Every French number is ten digits at home, including the leading 0: 01 is Île-de-France, not 'Paris' in the sense of a city code, and 04 covers Lyon, Marseille and Nice together. Overseas departments use other 0x ranges. Splitting a French number to extract a city from the first two digits is guessing for most of the country.
