What +358 means

Finnish numbers have no standard length

After +358 a Finnish number can be anywhere from 6 to 11 digits. Area codes are one to three digits after the trunk 0, and the subscriber part takes what is left. 040 and 050 are mobile ranges, not cities. A digit-count validator will reject real Finnish numbers at both ends of that range.
