What +20 means
+20 is the country calling code for Egypt. The same code is written 0020 when you dial out from most of Europe, Africa and Asia, and 011 20 from the US and Canada. All three reach the same place: only the exit code in front of it changes. Whichever one you use, the national trunk 0 is dropped once the country code is in front.

Why not do it with a regex
A pattern that matches Egypt numbers today breaks the moment a new mobile range is allocated, and it cannot tell you whether the number is actually assigned. Egyptian landlines still have short city codes: Cairo and Giza share 02, Alexandria is 03. Mobiles are a different shape, ten digits after +20, and they sit in 010, 011, 012 and 015. A length check that expects one size will reject either the capital or the mobile, depending on which it was written for.
