Source is Wikidata, published under CC0 (public domain). We say so because the licence matters: several PEP datasets on the market are non-commercial only, and a product built on one would be selling something it has no right to sell.
Covered: heads of state and heads of government, national ministers, judges, central bank governors and ambassadors. National legislators are not yet covered.
What is not covered
Naming the gaps is the point of this page. A buyer who finds one after signing has been misled even if nothing on the page was false.
- Adverse media. We screen published government lists, not news. A name clear here may still carry reputational risk.
- Beneficial ownership. We match the name given. We do not resolve who ultimately owns or controls an entity.
- Legislators in the PEP register. Heads of state and government, ministers, judges, central bank governors and ambassadors are covered; national parliaments are not yet.
- Identity verification. A name match is not proof of identity, and no match is not proof of innocence. The decision stays with you.
How matching works
A query is normalised and then tried against five indexes in turn: exact, word-order independent, substring, phonetic, and character trigrams. Each match carries a similarity score from 0 to 100 so you can set your own escalation threshold rather than accepting ours. Supplying a date of birth demotes designations whose recorded date contradicts it — demotes, not hides, because a same-named designation is something a reviewer should still see.
Measured on our own data: a name with one mistyped consonant is still found in 60 of 60 probes, with no false positives across a control set of ordinary names.
Evidence
Every screening can be issued as a dated PDF certificate recording the subject, the moment, the exact corpus above, the matches, and these same limitations. API responses carry a signed receipt that can be verified independently.
