Base validation is one credit
One credit covers numbering-plan validation: is the number real, what is its E.164 form, its country and region, its line type where the numbering plan reveals it, and its assigned carrier block. That runs on data we host ourselves, which is why it stays at one credit.
The add-ons cost more because they leave our building. An HLR lookup queries the live mobile network to see whether a handset is currently reachable. A DNC scrub hits the do-not-call registry. Both are per-query costs from an upstream provider, so we price them at what they are rather than averaging them into the base rate.
Most workloads do not need the add-ons on every record. Validate everything at one credit, then spend the expensive checks only on the numbers that survived: the segment you are actually going to dial.
